Lawsuit filed against the Sycamore Police Department and the Illinois State Police related to non-compliance with a FOIA request. Basically, the only way the ISP and SPD can withhold their respective FOIA request is if they state as a fact they violated the Brady Rule since my request are for pre-trial information.

Sycamore Police Department Retention Rules:
If the Illinois State Police HAS what they say they have related to Kathy Chapman then:
Seattle Police Department
With the Seattle Police Department, I filed a FOIA for all the same documents that I did with the ISP and Sycamore Police Department. Through this process we learned about the Det. Lau interview. We also learn the Seattle Police Department likes to purge records. Below is the result of the “Appeal” on my FOIA, and if a person reads it they will note the Seattle Police did not retain one single email, did not keep records of what they sent to the ISP, and have no record at all of the extensive investigation related to the Tonasket photographs, kept no hand written notes related to anything, or even documents as to who was involved. The Seattle Police are either criminally covering up wrong doing by officers, or they are completely incompetent related to record keeping. There is more to this that will come out later.
